To register for Service Canada ROE Web online or access your existing account, you first have to sign-in.

About the record of employment

A record of employment (ROE) provides information on employment history. It is the single most important document used by employees to apply for Employment Insurance (EI) benefits.

Service Canada uses the information on the ROE to determine whether a person is eligible to receive EI benefits, what the benefit amount will be, for how long the benefits will be paid and to ensure that no one misuses EI funds or receives benefits in error.

Service Canada keeps ROEs for 11 years, in accordance with the Access to Information Act, the Privacy Act and Information about programs and information holdings.

How to create an ROE Web account

Register online today to start issuing ROEs electronically and help your employees get quicker EI payments when they need them most. You can create an account online without having to visit a Service Canada Centre to verify your identity.

The Primary Officer
This individual is responsible for the ROE Web account and accepts the ROE Web agreement on behalf of a business. This person manages the account, including the organization’s details and folder structure. They also grant other representatives access and determine their user rights.

The Primary Officer of the organization must validate their identity with Service Canada, which can be completed online through their Canadian Revenue Agency account. Otherwise, their identity will need to be validated in person at a Service Canada Centre where photo identification will be required.

  • Use the same sign-in information you use for other online services (for example online banking).
  • None of your information (for example financial, banking) will be shared with ESDC and Service Canada. Your Sign-In Partner will not know which government service you are using.
  • You will temporarily leave the ESDC and Service Canada site to use your Sign-In Partner.

  • Register for a GCKey user ID and password if you do not have one.

Recover access to your ROE Web account

In order to recover access to your ROE Web account, you will need your User Reference Number. You will also be required to answer your security questions.

  1. Select your sign in preference: Sign-In Partner or GCKey
    • If you are using a Sign-In Partner, select your financial institution and enter your banking credentials
    • If you choose to create a new GCKey, click the Continue to GCKey button. On the Welcome to GCKey page, click on the Sign Up button on the right hand side of the screen. Be sure to record your new User ID and password and keep it in a safe place
  2. Once you have agreed to the Privacy Statement and Terms of use for Accessing ROE Web,
    • You will be directed to a page that offers the opportunity to register as a new user or recover access to an existing profile.
    • Select Option 2: “Recover access to my existing record of employment on the Web profile by providing my User Reference Number and answering my security questions” or click on the Find my User Reference Number link
  3. If you selected Option 2:
    • Enter your User Reference Number and click Continue
    • Answer your three security questions and click Continue
    • On the confirmation page, click Continue to start using your new user name and password to access your ROE Web account
  4. If you click on the link Find my User Reference Number
    • Enter your Associated Email Address and click Continue
    • Answer your three security questions and click on Continue
    • On the confirmation page, click Continue to start using your new user name and password to access your ROE Web account.

A valid Canadian or foreign passport, or two (2) government issued identification documents are required (at least 1 must have a photo). For example:

  • Provincial or territorial driver’s licence
  • Provincial or territorial health card
  • Provincial or territorial birth certificate
  • Provincial or territorial identification card (that is a photo card with the same security features as a driver’s licence)
  • Permanent resident card
  • Record of landing
  • Canadian citizenship certificate
  • Certificate of registration of birth abroad
  • Certificate of Indian Status issued by the Government of Canada
  • Refugee Protection Claimant Document
  • Work permit
