Who is the CEO of CIPA?

The Companies and Intellectual Property Authority (CIPA) in Botswana plays a pivotal role in fostering a conducive environment for business growth and innovation. At the helm of this organization is Mr. Joel Duke Ramaphoi, who has been serving as the Caretaker Chief Executive Officer (CEO) since September 8, 2023.

Background and Experience

Mr. Ramaphoi brings a wealth of experience to CIPA, with a career spanning over 18 years in banking and finance. His professional journey includes significant roles at the Bank of Botswana and the Standard Chartered Bank Group, where he honed his expertise in financial management and strategic planning. Prior to his current appointment, he served as the first Permanent Secretary at the Ministry of Entrepreneurship, demonstrating his commitment to fostering entrepreneurial initiatives in Botswana. Additionally, he held the position of Executive Director of Investor Attraction at the Special Economic Zones Authority (SEZA), where he was instrumental in attracting and facilitating investments into the country’s special economic zones.

Vision for CIPA

Under Mr. Ramaphoi’s leadership, CIPA aims to create an environment in Botswana where innovation and creativity can thrive. He emphasizes the importance of a robust intellectual property (IP) system to support this vision, recognizing that protecting the rights of creators and innovators is fundamental to economic growth. In line with this, CIPA has been proactive in educating and capacitating small businesses on IP matters. For instance, the authority collaborated with the World Intellectual Property Organization (WIPO) to assist 50 small businesses in improving product packaging, upgrading brands, and preparing for international markets, including the African Continental Free Trade Area.

CIPA’s Mandate and Services

Established by an Act of Parliament in 2011, CIPA is responsible for registering businesses and protecting intellectual property rights in Botswana. The authority administers several key pieces of legislation, including:

  • Companies Act (CAP 42:01): Governs the incorporation of companies, registration of post-incorporation returns and notices, monitoring of compliance, and reservation of company names.
  • Registration of Business Names Act (CAP 42:05): Provides for the registration of business names and post-registration notices, such as changes in ownership and cessation of businesses.
  • Copyright and Neighbouring Rights Act (CAP 68:02): Protects the rights of authors, artists, and creators, covering works like novels, poems, plays, films, musical compositions, and artistic creations.
  • Industrial Property Act (CAP 68:03): Provides for the protection of industrial property rights related to patents, trademarks, utility model certificates, industrial designs, traditional knowledge, layout designs of integrated circuits, geographical indications, and handicrafts.
