PPADB Registration

This guide outlines the importance of PPADB registration and provides a step-by-step overview of the registration process.

Why Register with PPADB?

PPADB is mandated to adjudicate and award tenders for the Central Government and other specified institutions, covering works, services, and supplies. Registration with PPADB is mandatory for contractors wishing to compete for government tenders. This process ensures that procurement and asset disposal are conducted transparently, promoting value for money in public projects.

The PPADB Registration Process

The registration process has been streamlined through the Integrated Procurement Management System (IPMS), an online platform designed to enhance efficiency and transparency.

  1. Create an IPMS Account
    • Visit the IPMS portal.
    • Select the “Register” button if you’re a new user.
    • Provide your company’s username and password to create login details for your IPMS account.
  2. Prepare Necessary Documentation
    • National Identity Card number (Omang) for citizens or passport copies for non-citizens, applicable to all shareholders and directors.
    • Copies of share certificates.
    • Share transfer acknowledgments via CIPA forms, if applicable.
    • Canceled share certificates, if applicable.
    • Work and residence permits for non-citizen directors, if applicable.
    • Prescribed company forms, including:
      • Names and addresses of directors and secretaries.
      • Return on allotment of shares or changes in share capital.
      • Certificate of Incorporation or Registration.
      • Certificate of Recording Change of Name, if applicable.
      • Notice of change of directors or secretaries, if applicable.
      • Company’s registered office address or notice of change, if applicable.
  3. Select Relevant Codes
    • Identify the appropriate codes corresponding to the works, services, or supplies your company intends to offer. Ensure you meet the minimum requirements for these codes before application.
  4. Submit Application
    • Complete your contractor profile on the IPMS by providing all necessary details and uploading the required documents. Submit your application for the selected codes.
  5. Preliminary Assessment
    • PPADB will conduct a preliminary assessment of your application, which may take up to 10 days. If all requirements are met, you will be prompted to pay the submission and code fees.
  6. Final Submission and Approval
    • After payment, finalize your submission. Approval of PPADB codes typically occurs within 10 days post-payment.

Benefits of Online Registration

The introduction of the IPMS has revolutionized the registration process by:

  • Enhancing Efficiency: The online system reduces the need for physical visits, saving time and resources for contractors.
  • Promoting Transparency: E-bidding and online processes provide clear audit trails, minimizing opportunities for corruption and ensuring fair competition.
  • Improving Accessibility: Contractors can access the system from anywhere, making it easier to manage applications and receive feedback promptly.
