The National Home Builders Registration Council ( NHBRC) is the governing body that regulates buildings and construction in South Africa. This body is concerned with meeting the necessary set standards in the building industry. You, therefore, have to comply with the rules and get the NHBRC registration number if you will be allowed to apply for building tenders/contracts.
So how do I register with NHBRC? This is a question you ask when you want to get into this line of business. Knowing how to do it, and understanding the costs involved is important. Is NHBRC compulsory? Yes, it is, especially if you are interested in building homes and houses for clients requiring building finance. However, if you are dealing with a client that trust your reputation and does require financing then you may not have to register.
The process of NHBRC registration
To be registered as a member of NHBRC, there is a procedure you must follow. These are the steps that will guarantee you a NHBRC certificate. These are:
- Start by downloading the NHBRC registration forms or application form
- Complete filling the NHBRC registration form
- You need to return the form to the nearest NHBRC, to their customer care office
- You should then make payment as required and stipulated. Note that your application will be unprocessed and/or not considered if you fail to adhere to the following:
- To provide a completed and signed registration application form (AR003);
- A valid Companies and Intellectual Property Commission (CIPC) registration certificate;
- Certified copies of ID/Passports for all members/ trustees/ partners/directors/ sole proprietors of the business. These copies must have been certified within not more than last 3 months. In case the person is not a South African, then a certified copy of his passport and work permit is necessary;
- You need a stamped letter from the bank confirming the applicant’s banking details or a copy of a cancelled blank cheque. It must be 3 months or less. Note that email print outs are not allowed;
- Have proof of residence that is 3 months or less;
- Have an appointment letter of the Technical Manager including confirmation of their technical ability and a written acceptance of his/her appointment. (This is needed if the Technical Manager is not part of the Managing members of the company or is a Sole Trader;
- Have an original copy of a valid tax clearance from SARS;
- Obtain a signed consent letter for a credit check;
- Have a notice of Incorporation (Co 14.1). (PTY ONLY);
- Obtain a registration certificate (Co 14.3). (PTY ONLY);
- Get a certified copy of incorporation (CM 29). Take note of the fact that a Memorandum; of Corporation is no longer supplied to companies. (PTY ONLY);
- Have a notice of incorporation. (PTY ONLY);
- Certified copy of the shareholding certificate. (PTY ONLY);
- Have a Trust Resolution / Deed of Trust (TRUST ONLY);
- Have a certified copy of a partnership agreement letter (PARTNERSHIP ONLY);
- Have a constitution of Co-Operative limited to be supplied (CO-OPERATIVE ONLY).
How much does it cost to register NHBRC?
Now that you know the need for registering, it is important to find out the costs involved. You should note that:
- The initial application fee is R745.61 and is nonrefundable and a once-off payment.
- You need an annual membership fee of R526.32 which is due yearly.
- Make sure that all fees (both the application fee and the annual fee) due are paid through EFT or cash deposit into the NHBRC bank account, before going to the builders’ induction workshop. You should keep in mind the fact that no cash is accepted at any offices.
- Once you have submitted all your documents, you’ll be issued with the Home Builders Manual Part 1& 2 as well as Part 3. This you will have for some time for purposes of studying as you prepare for the technical exam.
- Assessments are conducted from Monday to Friday at your nearest NHBRC customer care office. You may have to find out about the scheduled times for the technical assessments.
- All builders get only two attempts to pass the technical test in not more than 30 days of paying the application fee. The NHBRC test is important.
All those who applied for certification must attend a Builders’ Induction workshop to confirm their application and receive the registration certificate. The workshops are held every Monday to Friday at your nearest NHBRC customer care office.
